Item Práva cestujúcich so špecifickými potrebami(University of Žilina, 2025) Berčíková, Kristína; Novák Sedláčková, AlenaThis paper is focused on the rights of passengers with specific needs in air transport. The paper analyzes the legislative framework for the protection of these types of passengers and identifies the main challenges in the implementation process. There are described international and European regulations, with particular attention given to the rights of people with disabilities and people with reduced mobility and practice procedures at the M. R. Štefánik Airport in Bratislava and other selected airports. As a result of the research were identified the deficiencies in infrastructure, assistance services, and passenger awareness at M. R. Štefánik Airport in Bratislava and the proposal for improvements in accessibility and the quality of services for this group of passengers was prepared. The results of the analysis highlight the need for modernization of the existing system and the implementation of new proposals to enhance and ensure the safety of travel for all passengers.Item Dopad vojenských konfliktov a politických nepokojov na leteckú dopravu(University of Žilina, 2025) Gardianová, Laura; Novák Sedláčková, AlenaThe aim of this paper is to present the impact of armed conflicts and political unrest on civil aviation, with a focus on identifying threats and analyzing the aviation sector's responses to destabilizing factors. The paper examines the influence of geopolitical events on the functioning of air transport, analyzing specific cases of countries affected by armed conflicts or domestic unrest. Attention is paid to the measures adopted in the affected airspaces and their impact on airlines, passengers, and the economy of the sector. The research also includes an assessment of the effectiveness of international sanctions related to civil aviation and their influence on the safety and continuity of air services. It focuses on the analysis of economic and operational consequences, as well as identifying possible approaches to enhancing the resilience of air transport to similar threats in the future. In conclusion, the thesis presents proposed measures that could contribute to more effective crisis management and maintaining stability in the field of civil aviation even during times of geopolitical tension. The results highlight the importance of early risk identification and the necessity of a coordinated international response aimed at minimizing the negative consequences for air transport.Item Vertikálne dohody EÚ o leteckej doprave a ich prínos(University of Žilina, 2025) Chlebák, Michal; Novák Sedláčková, AlenaThis paper examines the role of multilateral and bilateral air transport agreements concluded by the European Union in shaping the international aviation position of the Slovak Republic. It explores how EU membership has facilitated access to global markets while also imposing regulatory limitations that affect Slovakia’s ability to act independently. The paper highlights the challenges Slovak aviation faces, such as limited global connectivity and barriers to exporting advanced aerospace technologies. It further discusses strategic opportunities for Slovakia, particularly the potential for expanded cooperation with China and Canada. The findings suggest that proactive engagement in EU policymaking, modernization of export frameworks, and strengthening international partnerships are essential for Slovakia to enhance its competitiveness and secure a more prominent role in global aviation.Item Letisko Piešťany a rozvoj leteckej dopravy s ohľadom na charakter regiónu(University of Žilina, 2025) Kocúrik, Filip; Novák Sedláčková, AlenaThis article is primarily devoted to the topic of Piešťany Airport and the development of air transport in this region. Its aim is to propose new air connections from Piešťany Airport, which would lead to the development of air transport at this airport and to the regional development of its catchment area. It deals in detail with Piešťany airport and its catchment area, which is determined here. The article also highlights and describes in more detail the impact of air transport on the development of the region, specifying various levels of this impact. Some of the results of a questionnaire survey conducted by the author are presented and analysed. Based on these results, the article then provides a proposal for air connections that could be operated from Piešťany Airport in the future. The proposed connections could lead to the development of the region in which the airport is located and to an increase in the rate of use of air transport by its residents.Item Komparace letecké legislativy v oblasti licencování leteckého personálu v EU, USA a Kanadě(University of Žilina, 2025) Kyjovská, Kristýna; Novák Sedláčková, AlenaThis article is focused on comparison and analysis of the aviation legislation governing the licensing of aviation personnel in the European Union, the United States of America, and Canada. The goal is to compare the differences in the legislative framework for aviation personnel licensing and the potential cross-border transfer and validation of licenses in between these regions. Furthermore, this work examines the implementation of international standards set by the International Civil Aviation Organization (ICAO) and the role of national and supranational organizations, including EASA, FAA, and Transport Canada. The European Union Aviation Safety Agency (EASA) oversees the standardization of legislation among EU member states. One of the many responsibilities of the Federal Aviation Administration (FAA) includes licensing aviation personnel in the United States of America. In Canada, matters of aviation legislative issues, including licensing of aviation personnel, are managed by Transport Canada Civil Aviation (TCCA). Despite the existence of a requirement for international unification of aviation personnel licensing, differences can be found between individual national legislations, and therefore, in the case of foreign license validation, fulfillment of specific requirements is necessary for their international transfer and recognition.Item Letisko M.R.Štefánika v Bratislave a rozvoj diaľkových letov(University of Žilina, 2025) Mokoš, Patrik; Novák Sedláčková, AlenaUntil recently, long-haul flights from Bratislava were something unthinkable or unnecessary for many people. Nevertheless, from 2023 the airport has started servicing long-haul flights to distant exotic destinations such as the Dominican Republic, Vietnam or Cuba. Until then, passengers from the Slovak region usually chose one of the competing airports for this type of flight, such as Vienna, Budapest or Prague, which at that time, unlike Bratislava Airport, served long-haul flights. The original topic of the article and its aim was to propose a possible resumption of long-haul flights from Bratislava, at the time of the drafting of the assignment of this article long-haul flights from Bratislava were suspended, but during the drafting of the article their operation was resumed. The article therefore focuses on the development of long-haul flights from Bratislava, which requires a comprehensive view due to the airport's complicated position in terms of its geographical location in the region, categorisation, certification and economic performance. This article offers a complex insight for a certain proposals, based off of the inforrmation and dtata collected through the questionaire. The significance of the article lies in the clarification of the issue of the development of long-haul flights from Bratislava airport and the provision of theoretical proposals for resolvment of aspects influencing this development.Item Prínos nových medzinárodných dohôd o leteckej doprave(University of Žilina, 2025) Fábryová, Natália; Novák Sedláčková, AlenaThis paper focuses on the analysis of the current state of international air transport agreements between the European Union and third countries, specifically Ukraine, Armenia, Tunisia, and Qatar. The primary objective was to assess clauses related to environmental, social aspects and fair competition in the context of current legislation and applied rules. The methods of document analysis, comparison and synthesis were used, evaluating specific provisions of these agreements and their impact on the air transport market. Based on the conducted analysis, it was concluded that the new agreements significantly contribute to the sustainable development of air transport within the EU, support the protection of employee rights, and create conditions for fair competition. The thesis also presents proposals for potential expansion of contractual cooperation between the EU and other third countries, assessing the potential benefits of these steps for the Slovak air transport sector. The aim of the thesis was fulfilled, and the results highlight the growing importance of a comprehensive approach to negotiating international air transport agreements.Item Vykonávanie bezpečnostnej ochrany civilného letectva(University of Žilina, 2024) Molčan, Tomáš; Novák Sedláčková, AlenaThis paper aims to clarify the implementation of civil aviation security focused on the legal regulation of reliability. The aim of the paper is to analysis and compare the development and differences of the unlawful acts and backround checks legislation from the beginning until today´s standards within national and EU legislation. It discusses the various regulations, conventions, and laws that have contributed significantly to raising the level of civil aviation security. The paper addresses the competence of security personnel, focusing on the individual skills and knowledge required for employment in the different sections of security. A important part is the analyse of the legal regulation of the vetting of persons working in the civil aviation concerning its necessity nowadays, focusing on the national standards and legislation in the countries of Central Europe, as well as the approach of the Slovakia to the implementation of these standards. The paper focuses on the analysis of the legal regulation in the field of background checks and security reliability in the selected EU countries with a focus on Central European countries such as Slovakia, Austria, Poland, and the Czechia. Subsequently, a comparison of the approach to background checks of the selected states is also important. In conclusion, the paper points out the possibilities of the modification of the current Slovak national legislation in the field of civil aviation security using legislative processes and amendments or additions to the Civil Aviation Act, pointing out the approach to this issue by the Transport Authority and airlines.Item Podnikanie v civilnom letectve v SR a jeho špecifiká(University of Žilina, 2024) Ďuricová, Ema; Novák Sedláčková, AlenaThe paper deals with business activities in Slovak civil aviation from the point of view of connecting international legislation with national legislation. There are described the conditions of business activities, the requirements associated with the receiving of licenses and approximates the connection of general legal regulations of business and labor law to civil aviation. It defines the key European Union regulations and their relationship to national legislation. It analyzes business relations and their impact on the development of aviation, as well as the impact on business activities and the Commercial Code general conditions as lex generalis. In order to define specifics, it compares the commercial law legislation of the Slovak Republic with the Czech Republic in the primary features of establishing legal entities of airlines or airports. The paper is focused on the labor relations in aviation, as well as the issue of established trade unions. It deals in detail with the analysis of the impact of the pandemic caused by the spread of the disease COVID-19 on the civil aviation labor market as well as changes in legislation. The last part of the paper tried to identify all necessity procedures for an airline licensed in the Slovak Republic.Item Prepravné pravidlá a vykonávanie kontroly v leteckej doprave(University of Žilina, 2024) Hricová, Karina; Novák Sedláčková, AlenaThe paper focuses on transport rules and implementation of „security check“ in the air transport. Using specific examples, it explains seizure of prohibited items and shipments with illicit content. The reasons for seizure are described both from the perspective of aviation law in form of international legislation, and international organizations contributing to the legislation process or being part of transport. The key element of the paper is analysis of the „security check“ process and methods used until now, with the intention of providing a suggestion for implementing modern technologies in the process of „security check“.
